Russell Bryant da575ec1ad Drop RpcProxy usage from hyperv plugin
Drop the usage of the RpcProxy compatibility class from the hyperv
plugin.  The equivalent oslo.messaging APIs are now used instead.

Part of blueprint drop-rpc-compat.
