Shih-Hao Li 03eea64ef9 NSX|V3: Add support for native metadata proxy service

This patch allows VMs on Neutron networks to switch from
Neutron metadata proxy/agent to NSX native metadata proxy/agent.

It also includes admin tool to enable native metadata on existing
Neutron networks.
