Russell Bryant 1679cff51c Drop RpcProxy usage from LBaaS code
Update the LBaaS code to stop using the RpcProxy compatibility class.
The equivalent direct usage of oslo.messaging APIs are now used
instead.

Part of blueprint drop-rpc-compat.
