Russell Bryant 3353102e6d Drop RpcProxy usage from L3AgentNotifyAPI 
Remove RpcProxy usage from the L3AgentNotifyAPI.  The equivalent
oslo.messaging APIs are now used instead.

Part of blueprint drop-rpc-compat.
