Russell Bryant 6c497e3688 Drop RpcProxy usage from DhcpAgentNotifyAPI ...

Remove usage of the RpcProxy compatibility class from the
DhcpAgentNotifyAPI class.  The equivalent oslo.messaging APIs are now
used instead.

Part of blueprint drop-rpc-compat.
