Gary Kotton 3e3c266649 TVD: enable DVS to be configured

This change enables the DVS credentials to be different from the
Nova credentails. We were pggbacking on top of those.

The new ones are:

DVS_VMWAREAPI_IP
DVS_VMWAREAPI_USER
DVS_VMWAREAPI_PASSWORD
DVS_VMWAREAPI_CA_FILE
DVS_VMWAREAPI_INSECURE

The original Nova ones are:
VMWAREAPI_IP
VMWAREAPI_USER
VMWAREAPI_PASSWORD
VMWAREAPI_CA_FILE
VMWAREAPI_INSECURE
