Adit Sarfaty 3e6b548984 NSX-v3: Add default tier0 router to AZ config

The nsx-v3 plugin can add default Tier-0 router configuration per
availability zone. The Tier-0 rotuer will be used as a default for
external networks creation in this AZ.
