Shih-Hao Li 52fc24a182 NSXv3: Update devstack metadata settings for uwsgi
In Queens release, metadata processing is handled by uwsgi
in n-api-meta. The patch updates devstack settings for native
metadata proxy when using https between NSX edges and Nova.
