Boden R 9a40157ac3 stop using register_dict_extend_funcs

The common_db_mixin method register_dict_extend_funcs is no longer
needed as neutron_lib.db.resource_extend contains register_funcs which
does the same thing.
This patch switch uses over to neutron-lib.
