Adit Sarfaty 69b38375d0 Fix broken unit tests ...

commit I06cb626496866b90f60b406d1141ecad6e1a47e1 broke the nsx-v3
unit tests by disabling the dhcp rpc.
This commit re-add it to the unit tests.
