Gary Kotton bf7b098788 Enable hacking to be run 
Ensure that Neuteron hacking is run when doing pep8

Ensures the following:
1. oslo.whatever => oslo_whatever
2. LOG messages should have cortrect translations
3. using jsonutils instead of json
