Rohit Agarwalla e609209299 Enhancements to Cisco v2 meta-plugin
Implements blueprint cisco-v2-meta-plugin

This patch allows a stand alone plugin to be configured as a device sub-plugin.
(changes are contained within the cisco plugin only)
