Russell Bryant 833e601242 Drop RpcProxy usage from MetadataPluginApi ...

Drop the usage of the RpcProxy compatibility class from
MetadataPluginApi.  The equivalent direct usage of oslo.messaging APIs
are used instead.

Part of blueprint drop-rpc-compat.
