Roey Chen acbe26f06b NSX-Devstack: Install vmware-nsxlib from git
This patch enables a Devstack user to run vmware-nsx plugin where the
dependency vmware-nsxlib is being pulled from git onto DEST (/opt/stack)
directory, thus creating a convinient development env to troubleshoot
and develop specific changes in vmware-nsxlib.

Inorder to pull vmware-nsxlib from git, one may add
'vmware-nsxlib' to the env variable "LIBS_FROM_GIT" in the localrc file.

If 'vmware-nsxlib' is not specified in "LIBS_FROM_GIT" then the library
will be installed from PyPi.
