Adit Sarfaty dbce55e460 NSX|v update edge device when the user changes the port ip address ...

Support for update / add / delete the fixed ip of the port by the
port owner:
- compute owner - update the dhcp edge binding
- dhcp owner - fail the action as we do not support it
- router interface/gateway - update the router edge device for each
  router type (primary/secondary ip on the vnic)
