The nsx-migration tool will migrate octavia resources to the new plugin driver without changing the octavia DB, by calling the driver directly using RPC. In addition, since octavia keeps subnet-ids, the logic of the nsx-migration was modified so that subnet-ids will not change. Change-Id: I7b729cb28da362a9fdca21068cb6006d7f743286
