Matthieu Huin e79f1e2539 Add Dockerfile 
Add a Dockerfile that creates a container for the CLI.

Add a docker image build job in check and gate pipelines.
Add jobs for image promotion and release as well.

Zuul-client

Zuul-client is a CLI tool that can be used to interact with Zuul, the project gating system.

The latest documentation for Zuul and Zuul-client can be found at: https://zuul-ci.org/docs/zuul/

Getting Help

There are two Zuul-related mailing lists:

zuul-announce

A low-traffic announcement-only list to which every Zuul operator or power-user should subscribe.

zuul-discuss

General discussion about Zuul, including questions about how to use it, and future development.

You will also find Zuul developers in the #zuul channel on Freenode IRC.
