This adds a custom ansible-lint rule at .rules/ZuulJobsNamespaceLoopVar.py that enforces the loop var policy described at: https://zuul-ci.org/docs/zuul-jobs/policy.html#ansible-loops-in-roles It also updates existing roles to follow the policy.
