Add a 2024 q4 update post to the zuul blog

Its been a while since we had a blog post. Let's try to do a quarterly
update on project happenings starting with a q4 2024 update.

+		Over the past several months, we released

+		The Zuul web UI has been overhauled with these changes set
+		to be included in the next release. This update makes the web
+		UI much more responsive.
