Xian Dong, Meng 8d4f80d7bf add ironic client and ironic inspector projects into contribution list

The curent contribution projects list in ironic/doc/source/dev/contributing.rst,
which is missing below projects:

python-ironicclient
ironic-inspector
python-ironic-inspector-client
bifrost

This patch will add them into the list, and change http to https

In order to contribute to the Ironic project, you need to have signed OpenStack's contributor's agreement.

Most of the tools used for OpenStack depend on a launchpad.net ID for authentication.
