Mark Goddard b3880aa264 Add scripting around the development environment

The following top level scripts are added under dev/:

* overcloud-deploy.sh
* seed-deploy.sh
* seed-hypervisor-deploy.sh

Some amount of configuration is possible via dev/config.sh.
