Andreas Jaeger 84152e2bf7 Update Release Notes

Move RELEASENOTES content to a historic document as part of the
release-notes directory.

Also, rename Unreleased to Changes - the file includes both last release
and current unreleased changes.

These are release notes for version up to 1.2.4. With 1.2.5, the handling of release notes has changed.

Add links for Liberty.
Fix the broken anchor tags.
Remove unused files.
