Samuel Matzek 31b1065309 Remove tempest from the test requirements

Commit f860e06f74523ee7ef34190338de8aa207d1f45d
added tempest to the test requirements but this
should not be necessary as the OpenStack global
requirements already list tempest at 16.1.0.
