There are many references to review.openstack.org, and while the
redirect should work, we can also go ahead and fix them.

Code reviews with Gerrit

Zaqar uses the Gerrit tool to review proposed code changes. The review site is https://review.opendev.org.

Gerrit is a complete replacement for GitHub pull requests. All GitHub pull requests to the Zaqar repository will be ignored.
