stx tool: Initial the stx tool for starlingx debian building
Create the 'stx' tool to implement the build system to support the starlingx debian. Now it's just a top command skeleton, later we will add the functional module to support more, like control|config. Meanwhile update the tox to include pep8 and pylint test for stx.
